Need Help Combining Kits at FTDNA

A member transferred auDNA from 23andme to FTDNA. Then he ordered Y-DNA for our surname study.
FTDNA did not utilize the kit number they had just issued on transfer. They issued a brand new kit number.
The member requested the kits be combined. FTDNA declined this request.
FTDNA asked that he transfer his autosomal raw data from one kit to another.
The member declined and asked FTDNA to make the transfer and combine the kits.
FTDNA declined and cited legal reasons. They stated the member must make the data transfer on his own.
I have been with FTDNA for fifteen years and have never heard of customers making DNA data transfers.
There are many things in life I have never heard of, so I turn to the forum for direction.
Is this something a customer can accomplish, on his own, without professional assistance?
    Thank you...

Probably a naive response, but is there anything preventing the member from transferring in his 23andMe autosomal again, but directly to the new Y-DNA identity?
If/when successful, the other identity could be discontinued.

We've offered several compromises, without success. Your suggestion is brilliant.
    Thank you!
