The 37-marker haplotype of FR7B9 of Russia (http://www.ysearch.org/search_view.asp?uid=&viewuid=FR7B9&p=1) is very unusual. At 37 markers, his nearest neighbor on Ysearch is HE3YW of England (http://www.ysearch.org/search_view.asp?uid=&viewuid=HE3YW&p=1), at a GD of 16, who clearly belongs to R1b. But at a GD of 17 is BBECT of Lithuania (http://www.ysearch.org/search_view.asp?uid=&viewuid=BBECT&p=1), who belongs to N.

The haplogroup predictor says: I2a. (http://www.stevemorse.org/dna/hapest.php)
With equal priors there is also a probability he is Q. That would be interesting !

Perhaps Athey's 27-haplogroup predictor (http://www.hprg.com/hapest5/hapest5b/hapest5.htm) answers the question: With Area Selection set to East Europe, O2 gets probability 100% with fitness 54.

Cullen's Predictor (http://members.bex.net/jtcullen515/haplotest.htm) also guesses O, giving it 44% (N is second at 28%). It's a Haplogroup I specialized predictor and should detect it if I2a is correct, so Morse's Predictor seems to be wrong here.
